Front-drive fairgrounds flyer

As with yesterday’s post on the Project IV cars, today’s photo is also the result of some digging through the SIA files. Unfortunately, we know nothing about the Cord L-29 that’s been stripped for racing, other than the facts supplied by James K. Wagner along with the photo: The date is 1938, the location is Dover, Ohio. From the photo, we can see that the Cord’s drivetrain appears to remain intact, so this jalopy isn’t simply a rear-drive car with a Cord grille. Can anybody tell us who raced this Cord and why?
